Abstract This paper assesses the extent to which Supplemental Nutrition Assistance Program (SNAP)—one of America's largest antipoverty programs—has reached poorest. We compute a novel measure floor income, an estimated income level poorest individuals in society. with and without SNAP benefits included family using 29 years Current Population Survey (CPS) data. correct for underreporting participation subset examine alternative data assess robustness our findings. The analysis reveals long‐term decline floor, whereas adding correcting has reversed this lifted by more than 75% on average between 2011 2016. declining remarkable increase Americans from are not revealed poverty headcounts, focus changes at threshold.
